Introduction

According to Malawi's livestock policy, livestock service delivery is pluralised, which basically means that entry into service delivery in the industry is open to anyone with the capacity to offer the livestock services. You have to seek out the services and pay for them, unlike in the past when government would make it mandatory that you bring your cattle to a dip tank for dipping, for instance. Government still has the responsibility of ensuring that notifiable and transboundary diseases are controlled or contained, so there are set minimum management levels required from all players in the livestock industry. The government is expected to provide a certain level of advisory services free of charge, if such services are sought at appropriate agricuture offices.

Structure of the agriculture (and livestock) service system in Malawi

The Ministry of Agriculture and Food Security (MoAFS) is structured as shown in Figures 1 and 2 at national and at district levels, respectively, extracted from here. At any given place within Malawi, you are not very far from the nearest Extension Planning Area (EPA). As a non-technical person (such as (prospective) farmer, business person etc) in need of advisory or other help, your first contact point is the Assistant Veterinary Officer (AVO) or Agriculture Extension and Development Officer (AEDO) at the Section (at the bottom of the structures) or the EPA. Not all sections are manned, however, so the EPA may be the best choice (after all, most AEDOs operate from the EPA). EPAs in towns and cities are usually based at or near the district agriculture development office (DADO), so if you live in town, visiting the DADO's livestock section may not be a bad idea after all, although they may re-direct you to the EPA.
